This plugs into your vehicle’s port underneath the steering wheel, above the gas pedal and brake pedal. Once you plug this device into your vehicle, it tells you what’s going on. Specifically, it will give you codes, and these codes will tell you exactly what’s wrong.

Where to Get an OBD2 Scanner
They’re relatively cheap. For example, you could pick one up at Walmart for like $30 to $40, and they’re easy to use too. It will give you a sequence of codes — letters and numbers — and then you could just Google them. That will give you a good idea of what’s going on with your vehicle.
Alternatively, you could get your vehicle scanned for free at any major auto parts store such as AutoZone, O’Reilly Auto Parts, or Pep Boys. You could go there and they’ll scan it and give you a printout totally free.
It Might Be a Cheap Fix — or It Might Not
Once you know what’s going on with your vehicle, it might be an easy fix to make your car pass the smog test. For instance, it could be as simple as a gas cap that needs to be replaced — that’s only like $15 to $20.
However, it can also be expensive to fix. Depending on the code you get back, it will tell you the severity of the problem. It could be as simple as $20, or it could be as expensive as thousands of dollars.
As a result, if your car failed the smog test, you might not want to throw thousands of dollars into it if you’re not planning to keep it. If that’s where you’re at, you might want to look into selling your old car for cash instead.
Legal and Paperwork You Need to Know

Instead, you’re going to have to make sure your car, truck, or SUV is in Planned Non-Operation, which tells the DMV that you’re no longer operating the vehicle. It is not driving on the streets. You can file for Planned Non-Operation on the California DMV website.
As a result, you cannot test drive the vehicle.
“Sold As-Is” Does NOT Protect You
In other words, just because you write “sold as is” on a bill of sale does not mean it is truly sold as is — unless the vehicle is completely out of your name.
So when you sell your vehicle private party, make sure you do it at a DMV office, AAA office, or a registration service office. Otherwise, you run the risk of an incomplete transfer. Why Most Car Buying Companies Won’t Buy Your Smog-Failed Vehicle
Before we get into your 4 options, there’s something I want you guys to know. If you’ve been trying to sell your car to the big companies like Carvana, AutoNation, or Driveway — they’re not gonna buy it. These companies want clean, retail-ready vehicles they can put right on their lot or their website. A car with a Check Engine Light or a failed smog test doesn’t fit their model, so they’re gonna pass on you.

Therefore, if anyone tries to send you any links, be very cautious — especially anything involving VIN verification or anything asking you to pay with your debit card or credit card.
Additionally, if you’re going to meet any potential customers, remember: if you put your vehicle on Planned Non-Operation, you cannot test drive it. Keep that in mind.
Option 2: The State Buyback Program (CAP)
The Consumer Assistance Program, also known as CAP, is a state-run buyback program offered by the California Bureau of Automotive Repair. Although this program is good, it can be a little tricky to navigate.
Generally, they’ll pay you either $1,350, $1,500, or $2,000 depending on your income.
However, there are some things to know about this program:
- Your registration must not have lapsed for more than 120 days — otherwise you’ll get turned down.
- Your vehicle must drive to the state-contracted dismantler under its own power.
- In addition, the state requires that it starts without a jump start and moves forward at least 10 yards.
- If it needs a tow or the transmission is not working, it won’t be eligible.
- Furthermore, this program can take months to get paid.

Option 3: Sell to a Junkyard
You can sell to a junkyard such as LKQ Pick Your Part or any dismantler that buys vehicles in this state that failed the smog test.
