This is the biggest misconception I hear. People think they have to go to the California DMV, transfer their out-of-state title to a California title, register the car here, pay all the fees — and THEN sell it. That’s a waste of time and money if you’re planning to sell anyway.

Common Scenarios I See with Out-of-State Titles

The car has been in California for years but you never re-registered it. Maybe you moved here 3 or 5 years ago and just never got around to switching the registration over. Now the out-of-state registration is long expired too. None of that stops the sale — I just need the title in hand.
You still have the out-of-state title but the registration lapsed. This is the most straightforward scenario. You’ve got the title, the car is sitting here in California, and the registration from the other state expired. I buy these all the time. The vehicle needs to pass smog. California requires a smog check on out-of-state vehicles before the new owner can register them here. So if you’re selling to a private buyer, they’re going to need a passed smog certificate to complete the transfer. If your car can’t pass smog, that’s a problem for private sales — but not for me.
You’ll need a VIN verification. This is defined in Chapter 1, General Registration Information, Section 1.165 — Vehicle Verifications in the DMV Vehicle Industry Registration Procedure Manual. A licensed verifier has to physically inspect the VIN to confirm the vehicle matches the out-of-state title. You don’t technically have to do this before selling, but the buyer will need it done to register the car in California — so having it ready makes your car easier to sell.
Notarization and Liability
Some states require notarized titles. Depending on what state your title is from, you may need to have the title notarized before signing it over. Here’s a quick tip — you can hire a mobile notary to come to you, or just search for a notary public nearby on Google. There are plenty of options and it’s usually fast and inexpensive.
Make sure the vehicle is fully out of your name. This is important. When you sell privately, always complete the transfer at the DMV and confirm they removed the vehicle from your name. Too many liabilities come with having a car tied to you that someone else is driving — parking tickets, accidents, tolls. Don’t take that risk.
